Hi everyone,
Have you seen this announcement? I have say I was disappointed when I saw the price. Douglas College is not a SPARC member so with the exchange rate, the cost for me would be around $5,360 - plus going to the Open Ed Conference would probably be at least another $2,000. I get $600 a year for my PD.
Hope, I know you were part of the beta group. Would you give us a sense of how much work it involved and what you got out of the experience? They indicate the hours per week on the announcement but is 8 hours a week accurate?
Thanks,
Debra

Subject: [LibOER] Announcing SPARC Open Education Leadership Program for 2018-2019
Dear SPARC members,
SPARC is pleased to share that we are officially launching our Open Education Leadership Program<https://na01.safelinks.protection.outlook.com/?url=https%3A%2F%2Fsparcopen.…> this fall, building our successful pilot. The program is open to U.S. and Canadian academic and research library professionals who want to take their work on open education to the next level, whether that's starting a new initiative or building on an existing one. We will begin accepting applications to enroll in the 2018-2019 cohort starting the week of April 23, and SPARC member institutions will receive priority enrollment and a discounted tuition rate.
Read on for more, or view our full announcement here<https://na01.safelinks.protection.outlook.com/?url=https%3A%2F%2Fsparcopen.…>.
SPARC launched our Open Education Leadership Program<https://na01.safelinks.protection.outlook.com/?url=https%3A%2F%2Fsparcopen.…> pilot last fall to answer the growing demand among our membership for professional development to equip library staff as open education leaders. Our intensive two-semester program blends online, peer-to-peer, and project-based learning to build a comprehensive understanding of the open education space coupled with practical know-how to take action on campus and beyond. The program also fosters a community of practice among each cohort, which pilot fellows say has forged connections and collaborations that will provide critical support for their work into the future.
SPARC will open applications for the 2018-2019 cohort starting the week of April 23. Click here<https://na01.safelinks.protection.outlook.com/?url=https%3A%2F%2Fdocs.googl…> to sign up to be notified when applications open. In the meantime, we wanted to share some details about the program for planning purposes:
* Tuition: The SPARC member tuition rate is $2,500 covering both semesters, which reflects a grant-funded subsidy available for the 2018-2019 cohort. A limited number of additional discounts are available based on institutional need. The unsubsidized non-member rate is $4,250.
* Travel: Fellows are required to attend the Open Education Conference<https://na01.safelinks.protection.outlook.com/?url=http%3A%2F%2Fopenedconfe…> on October 10-12, 2018 in Niagara Falls, NY as a mandatory part of the program. Funding and arrangements are the responsibility of each institution.
* Time Commitment: The program runs September 24 through May 2018 with a one-month winter break. Time commitment is 8 hours per week to complete an online course during the fall, and an average of 5 hours per week to complete a capstone project during the spring.
* Eligibility: Library professionals employed at academic or research libraries in the U.S. or Canada are eligible to apply. The program is geared toward those with open education responsibilities in their job description, regardless of the type of role within the library or experience level.
* Notification Timeline: SPARC will open applications for the 2018-2019 cohort during the week of April 23rd. Applications received by May 11th will be reviewed and notified by June 1st. After May 11th, applications will be reviewed on a rolling basis as space is available. Click here<https://na01.safelinks.protection.outlook.com/?url=http%3A%2F%2Fopenedconfe…> to be notified when applications open.
SPARC will be posting additional details on our website over the coming weeks, and also spotlighting some of the incredible work that our pilot cohort has achieved through their capstone projects. We are thrilled to bring this exciting opportunity to SPARC members, and look forward to engaging a new cohort of leaders come fall.
As always, please feel free to reach out with any questions!
Cheers,
Nicole

Hello,
Last meeting we decided that our next meeting would be at the end of April. Here is a Doodle based on Brenda's schedule and she will let you know the date that works best for everyone. https://doodle.com/poll/h7t8uutqgpee2gfw
Thanks,

Hi everyone,
Normally I would stay on as Chair of the BCOEL until we have our spring/summer meeting but I have to resign early due to a medical leave. It is nothing dire (hip replacement) but it means I'll be off for a while. Brenda is the Chair Elect and we just talked today and she has kindly agreed to take on the Chair's duties early.
Since Brenda is now Chair, we would like to ask for a volunteer for Chair Elect. For a list of duties see the following https://docs.google.com/document/d/10xQqvK2Q08uGab7_ny8NeYFx7ZBAKodgZg3l3U7…
Let me know if you have any problems viewing this document and let me know if you're interested in being the Chair Elect.
Thanks,
Debra

Subject: Regrets on BCOER meeting
Debra,
Unfortunately, I will not be able to attend the February 28th BCOER meeting, but I will pass along a couple of comments for possible discussion.
1. Wiki deactivation - Too bad, of course, but glad I didn't end up investing a lot of time in converting the OK open education libguide. One thought I had was re-purposing the wiki content into a Pressbooks publication. Everyone probably has some experience with the platform, its use seems to be increasing and therefore likely to be around for a while, and it has a number of export options that could keep the content shareable/resuable (though my memory on the specifics is fuzzy). Wondering what others think?
2. I have two lesson designs, content, and observations from my use that I hope will interest a few people in some 5R collaboration to produce some more polished and useful advocacy and teaching content.
The first is a Creative Commons workshop I did for an internal professional development day. After an overview of CC licenses, participants are given a series of exercises that involve figuring out how differently licensed content can be combined in an OER product, including a hypothetical sample of their own content with their preferred licenses assigned. Some treatment of Traditional Knowledge licenses is also covered.
The second is an attempt to integrate OER advocacy with a library research session for first-year research and writing course (English 105 here at UFV). This is my first stab at one of the goals of a working group (Lin, Shawnna, and I - can't remember how we articulated the goal). The classroom results were pretty good: the discussion resonated with the students and I seem to have persuaded the instructor to consider using OERs.
I am not going to be able to assemble and send out all the materials and further details before next week's meeting - and a lot is still in generally incomprehensible handwritten notes. But hopefully the above descriptions pique some interest.
Anyway, my schedule is opening up a bit in the next couple of months, so I have to get myself back in the BCOER loop.
Thanks.

I'm sending this to all because I'm not totally sure who is updating the website.
On this part of the website:
https://bcoel.ca/bcoel-organization-20172018/
The recruitment and external engagement and PD names are still mixed up. I should be listed under PD. I know that we agreed that all members of the steering committee would be on one of these three working groups so other names must also be missing.
Working Groups
Website and Networked Tools
Caroline Daniels, Michel Castagné, Lucas Wright
Recruitment and External Engagement
Hope Power, Martin Warkentin
Professional Development and Advocacy
Debra Flewelling, Brenda Smith
These are the people listed on the steering committee - I don't think these names are all correct.

Hi all,
I went to go into the Media Wiki to update a dead link on one of the Guide pages (this one: https://mediawiki.bccampus.ca/index.php/Guide-Find-Open-textbooks) but I couldn't log in. I began to wonder if my password was wrong, so I clicked on the "forgot my password" link. It said that my email address couldn't be found on the server. Any idea what's going on? Have you had the same problem?
Thanks,
Brenda

We would like to learn from other institutions that currently have a formal Open Access working group. If you are willing to share, please provide the following:
1. Name of Institution
2. What is the membership?
3. Do you have a terms of reference? If so, could you share?
4. Comments
Thank you for your time and consideration.

I just realized that this email did not come through to me so it probably didn't reach any of you!
Our BCLA conference session has been approved. I need to finalize edits this week.
We have Rajiv and Amanda confirmed for the panel. We need a librarian on the panel and someone to facilitate the session.
Is anyone interested in these roles (please don't be shy!!) Can you let me know right away if you are interested and send me a speaker biography. Speakers receive a $75 discount coupon for the conference registration.
The session is scheduled for Friday, May 11, 10:30-11:45. The conference is in Richmond this year. https://bclaconnect.ca/conference/
The session:
>From Open Educational Practices to Social Justice: Making the Leap
Open Education is about more than opening resources, it is also about opening pedagogy but what does that mean? What does open education have to do with social justice? Do we believe that education is about leveling the playing field and, at its best, addressing issues of injustice, privilege and exclusion? Are open education practices, at their core, about access, equity, innovation and creativity? If so, how is the open education movement embodying those values?
Join a panel to discuss the broad impact of open educational practices. How are these practices living up to their potential, and how are they failing to do so? Can open education help provide a more equitable future where a multitude of diverse voices are heard and respected? Librarians are key contributors in the open education movement as an extension of their historical roles to provide safe places of learning that are open and available to all; or, is that traditional role a myth? Let's discuss.

Hello all,
Just an update on the Festival of Learning proposal.
I wasn't able to attend the BCALS December meeting a week ago which was focused on issues of privacy but a colleague did attend and said it was really good. I contacted the presenters last week to see if they might be willing to reconvene and do a panel at the Festival of Learning. Only one person is able to commit. The Festival of Learning organizers have a policy that any one who is presenting has to pay a minimum of one day attendance fee, so that excluded one of the potential panelists and limits who is able to commit to a session. As a result, I am not going to submit the proposal. I apologize about this late notice as the deadline for proposals is today.
I did submit the proposal we discussed for BCLA. I'll let you know if that proposal is accepted once I hear back from the program committee.
I think many of us will be involved in the KPU hosted Open Education Week event so, although it would be nice to have a BCOEL session at Festival of Learning, I think it is OK if we miss it this year.
Best, Lin
Hi all
I'm following up on an item that we discussed a few meetings ago at one of our steering committee teleconferences. You might recall Lindsay wanting us to get going on an OE event that we could all market together.
I've moved Lindsay's request forward and I've been working a bit with Amanda (who is on this list) and we have come up with an initial proposal for an all day Open Ed event on March 6, with another one on the Island possibly on the 8. March 6 potentially at KPU Richmond with an evening event at SFU Harbour Centre - just 11 quick sky train stops away!
We are having an initial brief meeting on Dec. 12 at 1 amongst a few people who are interested in planning the event. If you want me to add you to the list to participate on that call, let me know. But don't feel like you have to participate on the planning committee to be able to claim the event as your own and shamelessly market it.

Caroline let me know that you were all OK with the BCLA proposal. I am going to submit it today. Amanda, Rosario, and Rajiv (tentative) have agreed to be on the panel. Does anyone from our group want to be the librarian on the panel or moderate? Or, do you have an idea for these two roles? I can put myself in for now if I don't hear from anyone right away and we can change it up if the proposal is accepted, so don't let the submission deadline stop you from putting your hand up if you are interested. I'll ask you for faculty suggestions later if Rajiv can't do it.

Proposal for BCLA conference and Festival of Learning will be on the agenda. Lin has suggested the following for the FOL:
Festival of Learning
Open and Private: Dichotomy or Roommates (who get along)
What should be open and what should be private? How do we encourage students to work in the open while keeping them safe in Cyberville? How do we help them develop their ability to make meaningful contributions to their disciplines and avoid having their privacy hacked? How do we encourage open practices and respect choices that people make for a myriad of reasons?
Talk to you next Thursday.

Inspiring this approach was the Thursday open access event Tension and Risk in Open Scholarship, and Amanda's reflections on the Open Education Conference: https://bccampus.ca/2017/10/18/reflections-on-open-ed-2017-amanda-coolidge/ Thanks Amanda!
Here is the call for proposals:
The 2018 BC Library Conference theme is Work +Culture. This theme urges an examination of the connections between work environments, institutional cultures, and communities; an inquiry of how cultures can impact, clash, and complement each other and inform society as a whole.
Collaboration, inclusion, innovation - we include these words in job descriptions and library values and mission statements, but how well do we practice these values? Do our organizational structures and cultures foster or hinder these goals? How do we -- as individuals, institutions, and organizations -- determine and define our culture and our values? And how does our culture affect our work and profession?
Are our values changing and if so what are they becoming? How do changes in our values and culture affect the concept of "library" and the work that we perform?
Understanding the culture of our institutions helps us understand the role of the library in our rapidly changing society and helps us understand the impact of our work.
Our hope is that the theme Work + Culture will inspire you to submit a session proposal that illustrates how libraries and library workers define their values in their every day work; proposals that challenge some of our existing assumptions about libraries and postulate new ways to engage in our culture; proposals that examine our institutional assumptions and behaviour and ask how we can enhance our culture and our work; proposals that demonstrate new ways that libraries and library workers lead and support advocacy and proposals that help us define and redefine our work and our institutions.

Ready for some negative press?
As we know, Canadian publisher groups are vehemently opposed to current practices of educational fair dealing, and have developed lobbying and public relations arguments that oftentimes omit, downplay, or distort basic facts in what has become a rather divisive and polarised debate. Now someone in this copyright maximalist camp seems to be proffering a complete misrepresentation of the intellectual property aspects of open educational resources. In the article linked below, a Canadian publisher oddly suggests that fair dealing laws are also to blame for the rise of OER:
https://www.publishersweekly.com/pw/by-topic/digital/copyright/article/7504…
See the paragraph starting with "And it has also enabled a "scavenging" of the information industry..."
Maybe this is not new, but I have not observed this tactic before. I suppose this story is good reminder we need informed answers at the ready to respond to inaccurate or irrelevant accusations, such as conflating OER practices with copyright infringement.
