Applications for the SPARC Open Education Leadership Program<https://sparcopen.org/our-work/open-education-leadership-program/> 2021-2022 cohort are now open! The SPARC Open Education Leadership Program is an intensive professional development program designed to empower academic professionals with the knowledge, skills, and connections to lead successful open education initiatives that benefit students. After a successful experience with the 2020-2021 cohort<https://sparcopen.org/news/2021/open-education-leadership-program-expands-h…>, SPARC is continuing with our expanded eligibility to apply for the program to all academic professionals with open education responsibilities—including instructional designers, project coordinators, and other related roles. We are excited to continue this program for a fifth year, and look forward to working with more exceptional open education advocates in the coming year.
The deadline to complete the application form<https://sparcopen.org/our-work/open-education-leadership-program/#apply> is May 28th at 11:59pm EDT, and notifications will be delivered by June 4th. We are pleased to offer candidates from SPARC member institutions a subsidized tuition rate and tuition discounts by application.
We will be hosting several information sessions over the course of the application period. Sessions will include a brief overview of the program followed by allocated time for individual Q&A. What is the Open Education Leadership Program?
The SPARC Open Education Leadership Program is an intensive, two-semester professional development program to empower open education advocates with the knowledge, skills, and connections to lead successful open education initiatives that benefit students.
· Participate in an intensive, semester-long online course during the fall to gain comprehensive knowledge of open education, stakeholder engagement, and how to design an initiative on campus.
· Plan and execute a capstone project during the spring that has an impact on open education locally and that contributes back to the broader movement.
· Develop a vibrant community of practice among a cohort of peers, and grow as a leader through mentorship support.
· Attend the Open Education Conference<https://openeducationconference.org/> virtually, and receive additional guidance to make the most of the experience and start building a network.
Who should apply?
· Eligible candidates must be employed at a higher education institution, consortium or related organization in the U.S. or Canada, or at one of SPARC’s international members. Candidates from SPARC member institutions will receive special consideration and a tuition discount.
· The program is open to all academic professionals with open education-related responsibilities, including library professionals, instructional designers, project coordinators and related roles.
· Candidates should be prepared for a significant time commitment (6-8 hours per week for online coursework in the fall, average 5 hours per week for capstone work in the spring) and have the support of their institution and/or supervisor to participate.
Tuition
Tuition is inclusive of both semesters, and covers all costs except attendance at the Open Education Conference (virtual). Institutions are expected to sponsor tuition on behalf of the accepted applicant, and will be asked to sign a standard enrollment agreement.
SPARC Member Rate: $1,995 USD / $2,495 CAD
Non-Member Rate: $2,995 USD or $3,995 CAD
SPARC recognizes that all institutions are facing budget pressures due to COVID-19 and has worked to reduce costs as much as possible. The 2021-22 tuition rates reflect a more than 20% discount over pre-COVID rates.
Tuition discount
SPARC will offer a limited number of tuition discounts to support the participation of candidates who would increase the diversity of the cohort. Candidates eligible to apply tuition discounts include:
* Candidates who self-identify as BIPOC (Black, Indigenous or People of Color)
* Candidates employed by community colleges
* Candidates employed by minority-serving institutions
* Candidates for whom the cost of tuition would be a barrier

Hi there SPARC open education colleagues. We’re excited to announce that the call for proposals for the Open Education Global 2021 conference<https://conference.oeglobal.org/2021/> is now open until May 7th.
This year Open Education Global<https://www.oeglobal.org/> (OEGlobal) is trying something different by having the conference focus on raising awareness of, and taking action on, the UNESCO OER Recommendation<http://portal.unesco.org/en/ev.php-URL_ID=49556&URL_DO=DO_TOPIC&URL_SECTION…>.
The conference has a five day online conference component running from Sept-27 through Oct-1, with each day focusing on a different action area of the Recommendation, and an in-person congress 5-7-Oct (pandemic permitting) in Nantes France.
A special aspect of this years conference is support for sessions in all six of the official UNESCO languages (Arabic, Chinese, English, French, Russian, Spanish). We see this as a significant step forward in embracing the diversity and inclusion aspects of open education.
The conference website is now live<https://conference.oeglobal.org/2021/> and the Call for Proposals<https://conference.oeglobal.org/2021/call-for-proposals/> for the online conference portion of the event is open.

Funding by provincial governments to encourage the development or use of open education resources (OER) in post-secondary education has been far from consistent across Canada, ranging from long-standing programs of annual funding for OER production and promotion to limited short-term project funding or in a few cases, no contributions at all. Yet it is clear that the investments made to date – not only by provincial governments but also by individual institutions or consortia – have produced important results, demonstrated by increased adoption of OER textbooks and reduction in student expenses. So how can we strengthen OER adoption further, better ensuring that all post-secondary students have opportunities to benefit from regionally relevant OER, and that faculty and instructors who wish to incorporate open education in their teaching have the supports and incentives to allow them to do so?
Panelists will discuss strategies and opportunities for advancing Canada’s national OER capacity, whether through funding, training, infrastructure, or advocacy. SPARC’s experience with obtaining funding commitments at the federal level and with a variety of state-level policy strategies in the US will also be presented to help inform the discussion.
This webinar will be recorded, and will be offered with simultaneous interpretation in order to accommodate francophone and anglophone presenters and attendees.

Le financement accordé par les gouvernements provinciaux pour favoriser la production et l'utilisation de ressources éducatives libres (REL) dans l'enseignement postsecondaire varie énormément au Canada ; certaines provinces ont établi des programmes de financement annuel pour la production et la promotion des REL, d'autres accordent un financement ponctuel par projet à court terme et quelques provinces n'offrent rien du tout. Pourtant, les investissements réalisés à ce jour — non seulement par les gouvernements provinciaux, mais aussi par des établissements ou des consortiums — ont clairement produit des résultats importants, comme en témoignent l'adoption accrue de manuels en REL et la réduction des dépenses des étudiantes et étudiants. The Council of Atlantic University Libraries (CAUL-CBUA)<https://caul-cbua.ca/> is please to announce the first recipients of the newly launched AtlanticOER Development Grants<https://atlanticoer-relatlantique.ca/grants> (@AtlanticOER<https://twitter.com/AtlanticOER>). AtlanticOER Development Grants are intended to encourage and support educators in the Atlantic Region in the adaptation, adoption, creation, and curation of open educational resources (OER), and to increase access to course materials for students. Each grant is for up to $2,000 and is awarded to individuals, departments, groups, or institutions in the Atlantic Provinces to help achieve the following objectives:
* Support the creation or adaptation of open textbooks and ancillary materials, such as PowerPoint slides, quiz banks, images, and other digital study or interactive aids;
* Create a variety of OERs developed for use by educators and students in credit-bearing courses;
* Etablish supportive events for the development of content for OERs, such as sprints (a collaborative in-person or virtual event to create or adapt an open textbook or ancillary resources); or
* Distribute funds to maximize direct benefit to a wide range of student learners and inquiry across a diversity of disciplines

Project: This project will adapt four textbooks which have been part of an Open Education Resource (OER) pilot in the School of Business and Creative Industries at Nova Scotia Community College. The project will facilitate more widespread use of the OER once adapted. In the 2021/2022 academic year students using these OER textbooks will have consistent access to quality learning resource at no cost to them which will make learning more accessible. Under the supervision of an instructor, a NSCC student will be engaged to review and suggest improvements to the OER’s so that they are optimized from the student perspective. The success of this initiative may also encourage other faculty to adopt and adapt more OERs.

Project: “The Science of Stuttering” (TSS) is a web-based module for use in an existing university or college level course in phonetics, sociolinguistics, or clinical phonetics. It is also suitable for standalone individual use. TSS is created through collaboration with people who stutter (PWS), their families, friends and caregivers and speech language pathologists. This open education resource will introduce learners to issues in stuttering research and help develop skills that will be useful for students considering graduate study in speech language pathology. It is meant to challenge everyone to better understand the lived experiences of PWS and SLPs in the clinical treatment of stuttering.

Le Conseil des bibliothèques universitaires de l'Atlantique (CAUL-CBUA)<https://caul-cbua.ca/> est heureux d'annoncer les premiers récipiendaires des nouvelles subventions de développement RELAtlantique<https://atlanticoer-relatlantique.ca/fr/grants>. Les subventions de développement AtlanticOER visent à encourager et à soutenir les éducateurs de la région de l'Atlantique dans l'adaptation, l'adoption, la création et la conservation de ressources éducatives libres (REL), et à accroître l'accès au matériel de cours pour les étudiants. Chaque subvention est d'un montant maximal de 2000 $ et est accordée à des particuliers, des ministères, des groupes ou des institutions des provinces de l'Atlantique pour aider à atteindre les objectifs suivants:
* Soutenir la création ou l'adaptation de manuels libres d’accès et de matériels auxiliaires, tels que des diapositives PowerPoint, des banques de quiz, des images ainsi que d'autres études numériques ou aides interactives;
* Créer une variété de REL qui pourront être utilisées par les éducateurs et les étudiants dans des cours crédités;

CAUL-CBUA represents member libraries across the region, all of whom sit on the unceded and traditional territories of First Peoples. In Newfoundland and Labrador, our libraries sit on the homelands of the Inuit of Nunatsiavut and NunatuKavut, the Innu of Nitassinan, the Beothuk and the Mi’kmaq peoples. In Prince Edward Island and Nova Scotia, we find our friends and colleagues situated on the territory of the Mi’kmaq. Code of Best Practices in Fair Use (and Fair Dealing in Canada) for OER Webinar and Workshop

Fair use and fair dealing are the rights to use copyrighted content without asking the rightsholder for permission. This statutory safeguard is key to a balanced copyright regime, allowing creativity and knowledge to flourish without constraint. Because the context in which librarians, teachers, musicians, journalists, and others rely on fair use varies, these and other communities<https://cmsimpact.org/report-list/codes/> have developed codes of best practices for fair use that are based on common scenarios in their fields. The newest code is on Open Educational Resources (OER), specifically what fair use enables with respect to using copyrighted material as “inserts.” The codes are not manuals—they are frameworks for decision-making according to community standards.

Special guests Peter Jaszi (American University Washington College of Law), Prue Adler (American University Washington College of Law), and Carys Craig (York University), along with OE copyright specialists Mark Swartz (Queen’s University, CARL Visiting Program Officer for Copyright), and Graeme Slaght (University of Toronto) will get things started speaking about the recently released Code of Best Practices in Fair Use for Open Educational Resources<https://www.wcl.american.edu/impact/initiatives-programs/pijip/documents/co…> and its application in the Canadian context. Then we look forward to hearing how others on the call think fair dealing might be applied to OE at their institutions (that means you!).
Share what you think the benefits are of using fair dealing for OE on your campuses and beyond. Ask questions or just sit back and listen! While this month’s discussion will be primarily in English, bilingual moderators will be on hand to help ensure participants are able to contribute in the official language of their choice.

In collaboration with open-education librarians in B.C., BCcampus is happy to announce the newly formed LaTeX Learning Community<https://bccampus.ca/event/latex-learning-community-2/>, which began providing one-hour drop-in sessions last month. These sessions provide assistance to a broad range of users tackling LaTeX<https://opentextbc.ca/pressbooks/chapter/what-is-latex/> in Pressbooks, from beginners to experienced users.
While these sessions are limited to members of the B.C. and Yukon post-secondary systems, each session will be recorded and posted in BCcampus's Events Archives<https://bccampus.ca/events/events-archive/>.
